Background
The Cambodia Center for Independent Media (CCIM) is established in 2007 with goal to promote independent media, freedom of expression, access to information (A2I) and internet freedom. CCIM runs various training programs on journalism, digital security, media and information literacy for community members, citizen journalists, students, youth, and human rights defenders. Through its advocacy efforts, CCIM also documents harassment cases against journalists and provides legal protection to journalists at risk. Under its Journalism and Media Training Unit program, CCIM is running a four-month part-time training program, Press Start Cambodia, which aimed at building capacity of the next generation of journalists in Cambodia. CCIM is seeking a web developer to help develop of a website for Press Start Cambodia training program for the publication of the multimedia content produced by the trainees.
Objectives:
The primary goals of this consultancy service are to design and develop a dynamic website using WordPress Content Management System (CMS) that meets the functional, visual, and technical requirements for Press Start Cambodia’s website which published the multimedia content articles.
Scope of Work:
The consultant will undertake the following tasks:
- Designing and developing a website using WordPress (either from scratch or using pre-built themes with customizations.
- Customizing WordPress themes and plugins to match design and functionality needs including structuring the layout of the website (creating number of pages and subpages) in one language (Khmer language);
- Creating responsive designs that fit for desktop, tablet, and mobile devices
- Easy back-end management by WordPress that allows users to easily update content.
- Setting up user roles, permissions, and CMS structure.
- Set up Google Analytics and link it to the website for easy reporting
- Support the registration and subscription to a one-year domain include WHOIS privacy protection
- Support the registration and subscription to one-year reliable hosting plan suitable for WordPress
- Host the new website on the new hosting and domain
- Provide one time training and handover
- Initial setup and provide remote support and maintenance.
Deliverables:
The consultant will deliver the following outputs:
- One fully functional and user-friendly WordPress website with the required interface is hosted on the client’s chosen hosting platform.
- Admin access and all login credentials provided to CCIM staff
- One training resources for website management after the handovers
- Post-deployment remote support
Timeline:
The consultancy is estimated to be completed within 10 to 15 days and completed within a one- or two-month period from the starting date. A detailed work plan with specific milestones and delivery deadlines will be agreed upon at the outset of the consultancy.
Qualifications:
- Proven experience developing websites using WordPress.
- Strong understanding of WordPress themes and plugins
- Proficiency in HTML, CSS, PHP, and JavaScript.
- Familiarity with SEO best practices and website performance optimization.
- Experience in integrating third-party tools and services (e.g., Mailchimp, Google Analytics).
- Good design sense and attention to detail.
- Strong communication and problem-solving skills.
Reporting:
The consultant will report to the Media Development Director and Project Coordinator for the Media Training Unit of CCIM.
Budget and Payment:
The consultancy fee will be negotiated based on the consultant’s qualifications, experience, and the scope of work. Payment will be made in installments upon satisfactory completion of agreed-upon deliverables as per the terms of the consultancy agreement.
Evaluation Criteria:
Proposals will be evaluated based on the consultant’s technical expertise, relevant experience, proposed methodology, work plan, and budget. The selection criteria will prioritize quality, relevance, and cost-effectiveness.
