With commune elections approaching, good governance and public service improvement must be prioritized to enhance people’s living conditions

Public services such as civil registration, citizen ID card, health, securities of domestic violence and gangs at commune level are still critical problems at the moment.

At CCIM’s community dialogue forums in the communes during 2011, participants raised these issues and urged commune council members, police, health center officials and other concerned authorities to address these concerns.

“Without good governance and improvements in public service delivery at the commune level, the poverty of the people will become even more serious,” Said, PA, Nguon Teang- CCIM Executive Director.

Throughout 2011, CCIM conducted community dialogue forums across nine communes in five provinces (Siem Reap, Kampog Speu, Pursat, Kandal and Takeo) in which a total of 1,117 commune residents (of which 41% were women). Thirty-eight combined episodes of radio program namely Seva La-Ar, Sangkum La-Ar (Good Service, Good Society) were broadcast featuring nearly seventy guest speakers – 41 commune counselors, 8 health center representatives, 8 police officers, 7 parliamentarians, 4 educators and 5 NGO representatives.

Specific recommendations and challenges that need to be addressed for each respective commune are highlighted in the complete 2011 Activity Report available at www.ccimcambodia.org.
